Three years of ChatGPT – So what?

Three years are passed since the free publication of ChatGPT on 30th of November 2022 and it seems that the whole world fundamentally changed since then.

As you know, I’m a passionate promoter of Open Education as a broad philosophy for learning innovations. And I strongly believe in the power and impact of quality education.

Therefore, I’m wondering how it is affected and challenged by Artificial Intelligence (AI).

Let me share my hopes and concerns with you and tell me your opinion on them:

First, there was huge scepticism and even fighting against AI – in education as well as in general public discussions: Many people reacted negatively in fear of future dangers.

A development stop highlighting the AI power and potential threats for the society was demanded by some commercial AI providers – to improve own progress and benefits.

In contrast, the AI use was strongly increasing, in particular in 2025, leading to a shift in the debates by international enterprises, lobby organisations and public authorities.

Today, there is more an AI hype with promises for everything and all sectors while AI regulation is considered as hindering innovation and unique opportunities.

But just the contrary is true: AI regulation is helpful and beneficial because it facilitates the safe and trustworthy AI use and sets guardrails for all parties and stakeholders.

Currently, we are starting experimentations with children without any proven evidence from scientific research that AI use in education is causing positive effects.

Definitely, we need to address AI in education but first of all, we require education about AI to facilitate critical reflections and building of AI competences and AI literacy.

I’m looking forward to a better future through Open Quality Education including AI use in innovative learning processes for All and to our close collaboration for realising it!

3rd Conference on AI and Education by the Council of Europe

We were very pleased to facilitate the 3rd Conference on AI and Education by our AI&ED Expert Group: In the year 2025, it was organized by the Council of Europe, again at its impressive premises in Strasbourg. The conference theme was: “Ensuring Quality Education in the AI Era – Introducing the Council of Europe Compass for AI and Education”.

On 8th and 9th of October 2025, the Council of Europe Compass for AI and Education was officially launched. During the two full days, the conference participants discussed the latest developments of our AI&ED Expert Group in four sessions with interactive workshops.

In addition, keynotes informed about the current state-of-the-art and our key challenges for both international conventions: on education with AI and on education about AI.

Personally, I was happy to contribute to the conference success with my workshop moderations and to report the collaboration with Council of Europe Committee on Human Rights and the planned new handbook on Ethical AI and Human Rights that will include a section on education.

We hope that our intensives exchanges will lead to a better AI regulation in education and will improve the education with safe AI use as well as the introduction of critical education about AI into the national and regional curricula of all 46 member states and beyond.

UNOE Workshop at UNESCO DLW

Our UNOE Network was invited to the UNESCO Digital Learning Week 2025 in Paris:

We could facilitate an interactive Workshop and achieved amazing record participation and fantastic discussions!

We were very pleased to present our UNESCO Unitwin Network on Open Education (UNOE) at the key global UNESCO Conference 2025 on education: The Digital Learning Week (DLW).

On Friday, 5th of September 2025, our global team from five continents invited to “Making it open!”.

Our workshop was crowded and received only amazing and wonderful feedback and comments from all participants!

We explored with them how to focus, introduce and rate open education as strategy and open educational resources (OER) as valuable means.

And the whole UNESCO DLW Conference 2025 with exciting keynote speakers and lively debates confirmed our approach and demands to achieve quality education for all through open, innovative and holistic teaching and learning processes.

Invited Speech at 26th MEITAL Conference

I’m very honoured to be invited to hold a speech at the 23rd MEITAL Conference on Technology-Enhanced Teaching and Learning in Higher Education. It will be held this year on Wednesday, July 16, 2025, in Yitzhak Rabin Center, Tel Aviv.

Every year, the MEITAL Conference brings together many member so the higher education innovation and technology community, provides a platform for sharing research, development, and implementation of technology-based innovation in Israeli academia.

This year’s conference theme “Higher Education in the Age of Generative AI (GenAI)” offers a rich program and will provide research, development, and technology practitioners in higher education a central platform for knowledge sharing and staying up to date on the latest developments in the field.

My presentation is about: “Ethical Regulation of AI & Education (AI&ED): Needs and Benefits

Artificial Intelligence (AI) is changing our work and mindsets as well as education and society. Appointed by the Council of Europe (CoE), I’m proud member of the AI and Education (AI&ED) Expert Group that is currently developing the legal regulation of AI and Education. In my presentation, I claim that regulation of AI and Education is urgently required. And I raise the question which kind of regulation do we want for AI and Education. Furthermore, I remind everybody that AI and Education always means both: Education with AI (AI use) and Education about AI (AI literacy). Thus, I want to discuss with you and all participants the needs as well as the benefits of AI regulation in the fields of the special sector Education.

Practitioners, Industry, and Policy track at AIED

With pleasures, I accepted the kind invitation to become Co-Chair of the new Practitioners, Industry, and Policy (PIP) track at the 26th AIED Conference. My colleagues Sreecharan Sankaranarayanan from Amazon (USA), Penghe Chen from the Beijing Normal University (China) and Emmanuel G. Blanchard from the Le Mans University (France) and me have developed special call for submission.

This Call is not asking for scientific papers, but contributions on the role of AI in industry and society, in relation to educational challenges and opportunities. Therefore, we are inviting practitioners, including teachers, educators, learners, education technology companies, product designers, and policy makers, to share AI in Education (AIED) examples and initiatives from industry, schools, higher education, workplaces, and society at-large. We expect this track to be a low barrier of entry allowing researchers to learn from practitioners and policy makers, and allowing practice and policy to be enriched, in turn, by rigorous evidence-based research:

After double-blind peer-reviews, we have selected 11 submissions for presentation during the main conference program of AIED 2025. In four thematic sessions, the practitioners, industry and policy representatives will highlight their design, experience and achievement.

Invited Co-Chair at AIED 2025

I’m very honoured to be invited as Co-Chair for the PIP Track at AIED 2025!

The International Conference AI in Education (AIED) 2025 is organizing a combined Practitioners, Industry and Policy (PIP) track for the first time. The call for contributions is open until 17th of March 2025. All proposals will be peer-reviewed and selected contributions can present in a thematic session during the official program of the AIED 2025 Conference. The 26th International Conference on Artificial Intelligence in Education will take place in Palermo, Italy, from 22nd to 26th of July 2025.

This Call of the PIP track is not asking for scientific papers, but contributions on the role of AI in industry and society, in relation to educational challenges and opportunities. Thus, it is inviting practitioners, including teachers, educators, learners, education technology companies, product designers, and policy makers, to share AI in Education (AIED) examples and initiatives from industry, schools, higher education, workplaces, and society at-large. This track is therefore offering a low barrier of entry allowing researchers to learn from practitioners and policy makers, and allowing practice and policy to be enriched, in turn, by rigorous evidence-based research.

The call is open for contributions from a range of different educational contexts and professions to reflect the manifold implementations and perspectives in AIED. Next to researchers and learning designers, we especially invite AIED-related contributions from educators and learners, from industry and enterprise representatives as well as from policy makers, non-profit organizations and government bodies. To meet the call’s goals, we seek submissions that present implementations as well as strategies and policies on AIED. Proposed contributions should reflect on practical experiences with AI-supported education or bring together different stakeholders in this field. Most welcome are explicitly descriptions and reflections of practical implementations, strategies, and policies, and descriptions of personal experiences using AI in the educational domain from a practicing perspective.

Results of the 2nd AI&ED Conference

I was very pleased to co-organize the Second Conference “Regulating the Use of AI Systems in Education” on 24th and 25th of October 2024 in Strasbourg. During this interactive event, the Council of Europe invited all stakeholders to discuss the needs for international regulation of AI in education.

Overall, this 2nd AI&ED Conference was a huge success. It brought together all relevant stakeholder groups (researchers, teachers, students, enterprises, public authorities, policy makers and NGOs) which was considered as a strong asset and advantages. And a need for a 3rd Working Conference in 2025 was expressed to discuss in detail the upcoming proposals for the international AIED convention as binding legal instrument and the AI Literacy Toolbox that will be developed in the meantime.

The 2nd Conference facilitated a deep exchange of experiences and engaged discussions in the interactive sessions. While this combination was highly appreciated, many participants demanded for more general debates and group work dedicated to specific topics in parallel sessions. During a 3rd Conference in 2025, the sharing of experiences could be facilitated through pre-recorded videos and publication distributed in advance to allow more time for the general debates and group work collaboration.

In summary, the following recommendations were made:

  • Responsibility: In all AIED processes and aspects, there is always a human-to-human responsibility as the AI systems are developed, designed, implemented, offered and used by human beings with their specific responsibilities for the impacts of their activities.
  • Evidence: There is a strong need for evidence-based research to collect and analyse large-scale data and information about the impacts of AIED and AI Literacy implementations.
  • Holistic approach: The regulation of the AI use in Education (AIED) always requires the Education about AI (AI Literacy).
  • Policy makers: Representatives from CoE member states and their public authorities should present their ideas, proposals and action plans related to future AIED and AI Literacy.

Finally, the urgency of AI regulation in education as a special sector was confirmed: Current legal frameworks, such as GDPR and the EU AI Act, are insufficient to address education-specific challenges, particularly concerning children’s rights. It is important that the legal instrument for the AI regulation in education planned by the Council of Europe is aligned and complementary to the Council of Europe’s Framework Convention on Artificial Intelligence, as well as to serve the core values of the Council of Europe, namely: human rights, democracy, and the rule of law.
